Certifications

California Public Utilities Commission (CPUC)—Supplier Clearinghouse

CPUC certification of eligible suppliers was designed to encourage, recruit, and utilize woman and minority owned businesses by participating utilities. The Clearinghouse is a Commission-supervised entity whose primary purpose is to audit and verify the status of woman and minority owned businesses, and to establish and maintain a database of woman, minority, and service disabled veteran owned businesses that is accessible to the CPUC and to participating utilities. The Clearinghouse audit and verification program precludes the need for individual utilities to audit and verify woman and minority owned businesses with whom they do business.


Women Business Enterprises National Council (WBENC)

WBENC is the largest third-party certifier of businesses owned, controlled, and operated by women in the United States. It provides a national standard of certification to women-owned businesses throughout the country, and is accepted by thousands of major corporations, and a select group of government entities. WBENC certification is a rigorous, multi-faceted business application, and the review process is conducted by a trained Certification Review Committee to ensure that women-owned businesses applying for certification are 51% owned, operated, and controlled by a woman or group of women.


WBE & DBE- California Unified Certification Program (CUCP)

The California Unified Certification Program (CUCP) provides “one-stop shopping” certification services to small, minority and women businesses seeking to participate in the United States Department of Transportation (USDOT) Disadvantaged Business Enterprise (DBE) Program. Certification services are offered to businesses seeking to obtain either DBE or airport concessionaire disadvantaged business enterprise (ACDBE) status. A business certified as a DBE or ACDBE through the CUCP is automatically accepted by all USDOT recipients in California.


Department of General Services (DGS)

The DGS PD, Office of Small Business and DVBE Services (OSDS) is the State's certifying agency that administers the Small Business and DVBE Certification Programs. In addition, the Communications & Outreach Section assists Small and Disabled Veteran businesses by participating in outreach events, providing resource guidance, and supporting the businesses through advocacy.

SB Certification includes the following benefits: five percent (5%) bid preference on applicable State solicitations; eligibility for the State's Small Business Participation Program, which sets a goal for the use of small businesses in at least 25% of the State's overall annual contract dollars; under the Prompt Payment Act, the State must pay a certified SB / MB higher interest penalties for late payment of an undisputed invoice, and more.


Small Business Administration (SBA)

The U.S. Small Business Administration’s 8M Women-Owned Small Business Federal Contract Program enables contracting officers to set aside certain federal contracts for competition amongst eligible WOSBs and EDWOSBs for the provision of goods and services with government agencies. By providing a level playing field on which small businesses can complete for and win federal, state, and local contracts, it is aimed at expanding federal contracting opportunities for women-owned small businesses.
